Both, they are nearly the same, like British and American English.
The article is Dutch and people from the Netherlands can read it perfectly fine.
Flemish is a dialect of Dutch. The official written language in Belgium is Dutch (but with a few tiny changes). Flemish is mostly only spoken. Or written in a more casual setting. In Belgian articles you’ll see Flemish when people are being quoted, or when a common dialect word is used (which gets italicized).
It sounds like it’s similar to the two official written languages in Norway: bokmål and nynorsk!
