It’s not a bad way to create a barrier to griefers. Nintendo’s market is mainly children, and they don’t want random assholes creating accounts to troll kids.

For this specific example I get the annoyance but nintendo is always going to be extra careful.
phone number are not making anything safer, they just make it more annoying when you lose or break your phone.
That’s called parents teaching their kids, not ruining everyone elses lives.
