Like other international carriers, they are confused by CBP’s published factsheet (PDF) that the postal carriers will be responsible for paying the duty charges. They don’t know how and where these should be collected from customers/shippers, how much, to which US government account the collected duties should be paid out to, what documentation should be collected and what paperwork should be submitted for what was originally a de minimis category shipment.
