You either live somewhere warm enough to consider wearing them under long pants, have that much confidence in your thighs to wear them with short-shorts or dresses, or this. Sounds about right.

Personally, thermals/long-johns make me sweat too much in all the wrong places, so yes, I have worn thigh-highs under pants. Get too hot? Scrunch them down to invisible leg-warmers.
