    Makes a lot of sense: save some money now, make bigger profits for the telecom companies, and spend money to fix the infrastructure only after Russia and/or China brings it all crashing down. And since that will be an emergency, you can take the money out of people’s taxes instead of charging the telecom companies. I can’t see any possible downside. This is definitely how you make America great.
