Like in that famous idiom, you can lead a horse to radioactive pellets, but you can’t make it eat.
You put it into the water trough, and then you take the horse to it

I think mortn is unable to relate to the outcome (of giving horses radiation poisoning) being desirable.

Regular uranium is not radioactive enough. The horse will get cancer but not radiation poisoning. You have to use either enriched uranium or plutonium, or something more exotic.
