Honestly, I think this is not a second DF, but it IS the Hito Hito model Nika (Gomu Gomu no Mi).

The timeline roughly adds up. Shanks discovers it exists, saves it from Elbaph, but it’s taken by the Marines. Before it’s taken to Mariejois, Shanks intercepts and takes it again, leaving for the East Blue (likely to try and give it to Ace, who we now know he thought was the most likely successor to be the future KOTP).

It also adds up to what was said about Loki before: that people thought he was the destroyer of the world, the same role played by Nika in Elbaph’s tales. He likely worked with Shanks to prevent the WG to know that the DF was taken from Elbaph.
