Licensing (and registration) is not about owning a car, it’s about operating a car on public roads. Theoretically, you could buy a car simply for taking to the racetrack or offroad, and you wouldn’t need a license/insurance/registration.
(Though racetracks probably require licenses, and public land off-roading has its own rules, too).
