Individual EU countries can’t be tariffed.
They can, just not by each other.
In theory, neither can islands with zero human population and zero trade, but that didn’t stop him tariffing those penguins last time, did it?
I’m pretty sure he also imposed a tariff on a small island off the coast of Australia, that in fact part of Australia. Which is rather like someone else imposing tariffs on the United States and also Manhattan.
He does a lot of things that can’t be done and says a lot more than that. I don’t think his reality is the same as the rest of ours.
