Don’t know the makeup of the crowd (the footage I found cuts away a few seconds after this), but he was at shaking hands with at least the person in that screenshot.

further edit: he's behind the car in the alternate angle I found, so no better idea of who he's interacting with or for how long - however several people have vaguely greeting-a-dignitary body language. If they're staff or not I'm not sure, it's just too low quality and nobody has published an itinerary (that I can find) and the multiple reporters we can see have yet to release any images (again that I can find)
