You are correct. However if a sniper was able to take out a gravy seal in such an environment, I would suspect that the sniper had a means to disappear.
The noise that observers create would make it REALLY hard to identify the location, unless someone saw the flash.
Sadly, while the sniper is gone, we get a Luigi situation. They will waste a ton of resources finding someone to blame, and that person is now guilty in the eyes of the regime.
Or, worse, they just start massacring the crowd. This one is much more likely in my opinion.
Now imagine if someone had sniped the ICE agent. Every force department would be searching for this highly dangerous criminal.
