The constitution supercedes every other law of the land so, unless the constitution says the 2nd amendment only applies to citizens, any law excluding them would be unenforceable.
Some limitations like the need for a firearms owner ID card have been ruled constitutional, but those laws can’t randomly exclude groups of people.
I have a friend that came from Japan when he was like 14. He’s 55 now. Never became a citizen. He’s had a gun license and many weapons for ages. The 2and amendment does apply to him, yes.
