Fabulous hair aside, he and Spock didn’t get enough time in that era to “hit it off” like Kirk/Spock.
I mean, slash fiction exists because of those 2.
And honestly, that early Spock was a very different character. He came off as way more “alien.”
They still had to work out a few kinks early on, if you know what I mean.
