Of course. I’ve just run out of steam to fight it, while it seems they never do. It honestly seems cyclical:
They doggedly work to take over until they actually manage to do so, but ultimately destroy themselves because they’re never satisfied and/or too paranoid about losing control.
Decent people rebuild from the ashes, trying to make sure what went before doesn’t happen again. Things eventually become okay again for a while.
Good people become complacent and less vigilant, so the bullies start taking advantage and manipulating their way into power again - leading back to step one.
