This “old school” diplomatic approach with armament on both sides of the border, will likely not minimise non-friendly activities. Also, if France have interest in the area and if france have friendly intentions, why is there a need for a military base?

Military bases allow nations to build, maintain and project power in order to protect their interests.
Forgive me for stating the obvious.
