Probably won’t mean much for the worst companies, but I can assure you some companies hire union actors (even when internally, they are anti-union). The restrictions are a bit more than pay, as they have to plan carefully for voice work since there’s minimum sessions and stuff.
Also quite a lot is just done via third party contract with VA agencies, even AAA. Those agencies do both games and anime. They kinda have to hire unions since they’ll lose all their best talent if they don’t, so that’s a factor.
(Btw, my source is my wife, she complains because she works in localization at a AAA and it can be really hard when you need just a single line of dialog and have to pay for a whole session, lol. And if you need to redo a line… oh boy, but you get creative with their time).
