It hasn’t evaporated, nobody expected Russia to keep growing at 4% a year. Growth has slowed, but it’s slowed in the west as well. Last I looked growth in Europe is worse than in Russia, and nobody even knows wtf is going on in the US because they’re cooking their numbers.
