One is for the device that needs power more (the bottom one). The top one goes out first in a brown out. /s

It’s just like water; that’s why power lines are so high up. It prefers flowing downhill. That’s also why outlets have two sockets. One is for the device that needs power more (the bottom one). The top one goes out first in a brown out.
