At those rates, I would imagine solar to be the way to go. Even at NEM 3.0 rates, you could add storage and still come out ahead fairly quickly.

SMUD manages to be vastly cheaper even after dealing with the colossal failure of Racho Seco. They built a poor performing nuclear power plant, decommissioned it early, and are still paying to store the waste decades later because the federal government never met their commitment to provide long-term waste storage.
The answer is PG&E. They are raping people here in California.
