This misses the best part of the first panel joke there, I think it’s Martin he is running against who puts a poster up that says “A vote for Bart is a vote for anarchy!” and then Bart comes behind him, rips it down, and puts up a poster that says the exact same thing but with emphasis implying it’s a good thing
