Somehow that doesn’t sound that shocking, given that ever since 2001, they can just ban someone from flying. They revoked Snowden’s passport and that’s why he got stuck in russia. This is already reality.
I don’t think you understand that this is an amendment to the Passport Act of 1926. So yeah the US could revoke passports before this.
What is new is that now your passport can be revoked purely on the whims of Marco Rubio. And they can accuse you of being a terrorist for aiding any group that they decide to arbitrarily call a terrorist organization.
