    I think the old man in the hyperbaric chamber is Thomas godolkin and he is what is powering cypher, thus why cypher didn’t appear to have any V in his blood.

      Yeah, I believe that’s it. He’s controlling Cipher which may or may not be related to him, maybe his son.
