If they collide with anyone - even at low speed - a standard bolt cap compared with a spiked one could mean the difference between a minor injury and serious injury/death.
But seriously, the chances are so low that it was likely never considered. Politicians have to pass a law to make something like that illegal, and what politician is even going to think about this, much less bring it up for a vote?

Most of the time they are lightweight plastic shells and will crumple before causing any extra damage.
