I’m no fan of the US police but unfortunately some people reach for a gun pretending to get their papers. So it kinda makes sense to at least be ready for the worst.
I agree with you, placing the hand on top of the weapon (not grabbing the handle) is still a standard procedure in potentially dangerous situation. Fot example the police in Germany is trained to do this too.

He’s police, not military. He’s supposed to serve the public, not treat everyone as though they are armed.
