He realized early in his career that the bumbling persona he put on made him more likeable among the rubes. That’s not to say that he was a genius or anything, but he was smarter than people thought.

Both can be true. He definitely let Cheney run foreign policy behind the scenes, but that doesn’t automatically mean Bush was an idiot.
