Panama should make sure that there are an ample amount of explosives placed throughout the canal, and convey in clear terms to Trump that these will be triggered if the U.S makes any move that threatens their sovereignty.
All they have to do is open all the lock doors at once.

Ya, zombies tend to be a really popular disaster to workshop a response to because planning a response to them can basically involve close collaboration between any group of agencies at all levels of government/healthcare.
Would love to see no one, except maybe the navy, using the Panama canal because no insurance company is going to cover them while there.
