Edit: that’s also why I said, “probably” a bigot. I figured there was a chance it was supposed to be legitimately educational but poorly designed; but I also figured that, in the current political climate, there was a significantly higher chance of it being bigoted.

I’m almost positive it’s meant to get you to stare at it and try to figure it out, versus you blindly throwing it out with the rest of your junk mail.
What’s weird is it’s probably from 2010-2011. Only later did they redirect to a different root folder.
So this seems to be an older photo (or old piece of mail)
