The reason is actually pretty simple: Goggins doesn’t want to think of the world or the characters of Fallout as elements of a game.
“All of a sudden, I’m looking at this world from a very different perspective, and as something on a screen in which I am an avatar in. I don’t believe that I’m an avatar. I believe The Ghoul exists in the world. I believe that Cooper Howard exists in the world.” he said.
“The best way that I can serve this world and serve the fans of this game, I think, is to go to work every single day and believe the circumstances that I’m presented with,” Goggins said.

1 and 2 are extremely different games though. The top down 2D games are nothing like 3 and later iterations.
You aren’t getting less rigid mechanics in 1, 2 or NV than ypu do in any of the other games so if that’s OP’s problem nothing in this IP will be an improvement.
Well, they said their problem was rigid character mechanics so all I can assume is that levelling their character didn’t get them where they wanted. I personally haven’t had a NV run where Courier Six wasn’t a complete badass by the end. And yeah, 1 & 2 are extremely different, which is why I’m recommending them to a person who didn’t much care for 3 & 4.
