My bet is data mining for state subsidy reasons. Or just a “tough guy” approach to intimidation.

Still tells you where the concentration is highest for ‘unfavorables’. After that a dragnet makes short work.

He knows which neighborhoods to bomb.

He knows which houses to send the secret police to to beat, threaten, or murder.

He knows which people to force private companies to bankrupt to put them into poverty.

There is a ton that he can do with that information.
