      Intimidating certain voters not to leave their homes and go vote, obstructing voters, detaining them - lots of non-electronic ways to manipulate an election

      He knows which neighborhoods to bomb.

      He knows which houses to send the secret police to to beat, threaten, or murder.

      He knows which people to force private companies to bankrupt to put them into poverty.

      There is a ton that he can do with that information.
